4.1. Enforcement Policy
4.1.2. Enforcement of street performance is a challenging endeavor, but crucial to its success. 4.1.3. An interactive and mediative approach would be the most successful. Possibly one or several individuals could receive instruction as a Monitor and work with the Performers on a regular basis during peak performance demand. Occasional meetings could be held between Enforcement and Performers to gain understandings and define procedures. This consistent approach allows the Performers and Officers to gain insight and respect for each othersŐ needs and helps to establish a firm understanding of the rules. 4.1.5. The Performers overwhelmingly believe that if, during off-peak usage they are not causing any complaint or inconvenience to others, they should be allowed to proceed with their performance unimpeded. 4.1.6. It is the belief of Performers that
during peak usage, a Monitor, with a sound meter, should be roving
to handle observed breaches of the standards. This is believed to be
the number one way to reduce complaints. Performers need and appreciate
Enforcement as much as do the businesses and residents.
